One of the objectives of the ELSE project is to develop and strengthen ties with global nuclear networks and regulatory bodies, as well as to establish partnerships with European Universities, in order to address the growing worldwide demand for higher education in the field of leadership for safety.
- Cooperation with International Atomic Energy Agency

The ELSE project aims to establish and foster cooperation with international nuclear stakeholders, particularly through collaborative ventures with the International Atomic Energy Agency (IAEA), including its School of Nuclear and Radiological Leadership for Safety, which the ELSE project hosted in June 2023.
The collaboration with the IAEA was further strengthened through the participation of the ELSE project team members in dedicated meetings and events at IAEA General Conferences. Notably, the ELSE project was presented during the side events at IAEA's 67th General Conference in September 2023 and 68th General Conference in September 2024. These side events were organized with the support of the French Permanent Mission to the IAEA, the European Union’s Directorate-General for International Partnerships (DG INTPA), and the IAEA's Nuclear Safety and Security Department.
- The most recent side event, which took place on September 16, 2024 during the 68th GC, was entitled: "Leadership for Safety and Nuclear Safeguards: Innovative Training Programmes and Education Opportunities for Member States." During this event, the team announced the launch of the SENSSEtt Project, fostering discussions on capacity building in nuclear safety management and nuclear safeguards. Notably, it was one of the few side events dedicated to soft skills, highlighting their growing significance in the nuclear sector. The event successfully reinforced the consensus on the importance of international cooperation in capacity building and knowledge dissemination for nuclear safety and safeguards. - During the IAEA’s 67th GC held in September 2023, the ELSE project team, represented by Renata Kaminska, Jacques Repussard, and Yoann Guntzburger, had the pleasure of presenting the ELSE project. This presentation highlighted the project’s objectives, focusing on its innovative approach to leadership for safety and capacity building in the nuclear sector. - From June 12th to 23rd, 2023, the ELSE project also had the pleasure to welcome in Nice the IAEA’s School of Nuclear and Radiological Leadership for Safety. During this two-week training, 22 participants from 18 countries exchanged on various aspects of nuclear safety and leadership for safety. They also visited the ITER Fusion Project in Cadarache (France) on June 20th. The School was carried out in collaboration with University Côte d’Azur, acting as the host organization. The purpose of this collaboration is to reinforce the complementarity between the two leadership for safety events, the ELSE training and the IAEA School. To meet the increasing global demand for higher education in leadership for safety and ensure the sustainability of the ELSE training, the project aims to create inter-university agreements that will incorporate the ELSE Leadership for Safety module into the Master's program curricula at universities in European countries.
As part of this initiative, a 30-hour Master's-level module on leadership for safety, based on the ELSE syllabus, was introduced during the 2023-2024 and 2024-2025 academic years at IMT Atlantique Bretagne-Pays de la Loire, Ecole Mines-Télécom (France). Offered as an optional course, the training allowed students enrolled in the Master's program "Développement et Management des Installations Nucléaires" to develop the essential skills required for effective leadership within nuclear and radiological working environments. The course was delivered by the pedagogical team led by SKEMA Business School professors, Yoann Guntzburger and Renata Kaminska.
Other partnerships, particularly with the AGH University of Cracow (Poland), Faculty of Civil Engineering & Resource Management, Department of Mining Engineering & Occupational Safety, are planned for implementation in 2025. The ELSE module will be offered as an elective course to Master's students across several faculties, including Civil Engineering, Industrial Process Engineering and Management, Environmental Engineering, Degraded Land Revitalisation, and Mining and Safety Engineering. Twenty-nine students have enrolled in the first edition of the ELSE elective course.
