Université Côte d'Azur is commited to implementing the European Human Resources Strategy for Researchers : HRS4R.

On Thursday, May 5, 2022, Université Côte d'Azur was awarded the European "Human Resources Strategy for Researchers" label, HRS4R. Our university joins some 600 European organizations that have committed to applying the principles of the European Charter for Researchers and the Recruitment Code.
This award is part of the research and HR strategy developed by the Université Côte d'Azur.
Our action plan, organized into 66 priority actions spread over 5 years, aims to improve our university's practices in terms of recruitment, career support, the framework for the exercise of teacher-researchers, working conditions and the working environment. It deals in particular with training and career support, support for doctoral students, reception of mobile researchers and researchers with special needs, professional equality between men and women, ethics and scientific integrity, open science and scientific mediation. It is the result of a collective effort involving teacher-researchers, doctoral students, department and laboratory managers.

The HRS4R award : main principles

The HRS4R Excellence in Research Award recognizes institutions that comply with the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers published in 2005. The initiative was designed to make the european Reasearch Area more attractive in terms of recruitment and working conditions for researchers worldwide. The Charter and the Code are based on 40 principles grouped into 4 main themes :
1. Ethical principles and professional responsabilites
2. Recruitment and mobility
3. Working and safety conditions, professional environment
4. Training and career development

Our strategy

Our university's strategy is based on three main tenets :

  • Strong political support (10 vice-presidents involved in the strategic steering committee)
  • An ambitious communication plan (message associated with each step of the project)
  • A broad consultation of all stakeholders in research (Through a survey and a call for candidates to be HRS4R officers and join the working groups)

Université Côte d'Azur promotes the principles of open, transparent and merit-based recruitment. This policy aims to improve the quality of recruitment, encourage the mobility of researchers, guarantee equal opportunities and make their careers more attractive.

Getting involved in the process

1 Endorsement letter

The endorsement letter is the starting point of our commitment to the HRS4R process. Once this letter has been sent to the European Commission, the university has 12 months to submit an application for the HRS4R award.

2 Gap analysis of our practices

This is an analysis of actions curently implemented in our institution in connection with the 40 principles of the European Charter for Researchers.

3 Drafting and publication of the HR strategy and action plan

The action plan lists the measures we are committed to implement, the objectives to be achieved, the indicators used to follow-up and assess progress ant the implementation schedule. This action plan will be published before implementation.

4 Applying for and obtaining the label
The award application includes :
- A presentation of the institution
- The gap analysis of our practices with respect to the 40 principles of the European Charter for Researchers
- Our action plan
- Our strategy for preparing and steering the action plan
The application is reviewed by a committee of European Community experts.
5 Self-assessment

(2 years after obtaining the award)
The research insitution or funding organization implements its human resources strategy and conducts a self-assessment within the framework of its own internal quality management system. This self-assessment must be carried out regurlarly, at least every two years after obtaining the HR Excellence in Research award.

6 External assessment

(4 years after obtaining the award)
At least every four years after obtaining the HR Excellence in Research award, the research institution or funding organization drafts a short report showing the progress accomplished with respect to the objectives defined in its human resources strategy for researchers in accordance with the principles of the Charter and Code. Experts appointed by the European Commission come to assess implementation of the institution's action plan. Depending on the results of this external evaluation, the HR Excellence in Research award is extended or not.

They are composed of action leaders and teacher-researchers, researchers representing the different levels of researchers (R1 to R4) from doctoral students to university professors, business experts, HRS4R officers, interested research units or EPSTs, as well as invited SOs. They can be consulted for the implementation of complex or strategic actions and/or to adapt the envisaged systems to the needs of research activities and researchers.
